Continuous Synosis Records

The handling of Continuous Synopsis Records is described in Solas Chapter XI, Reg. 5.

A Ship Coming In To The Flag Of St. Vincent And The Grenadines

The previous manager must advise the previous flag that the vessel is to be transferred to the flag of St. Vincent And The Grenadines. When the ship is deleted from the register of the previous Flag, that Flag will issue a deletion CSR, and send to the previous manager for sending to the vessel. The previous Flag will also send to ourselves copies of all CSRs. The Flag Administration will then prepare a new CSR, and send to the managers for placing on the vessel. This should be done within 3 months

However, there are cases where the previous Flag does not send to ourselves copies of all CSRs issued to the vessel. Thus, immediately upon registration of a vessel under the Flag of St. Vincent And The Grenadines, the manager should fax to us (+41 22 707 6349) copies of all CSRs on board. If no CSR’s, including the deletion CSR is received from the previous Flag, as three months from registration of the ship approaches, we will nevertheless issue to the ship a CSR. The Document number will be two higher than the last CSR on board the ship, to allow for eventual provision of the deletion CSR by the previous Flag. The CSR will be annotated in the remarks section to explain this.

Originals of all CSRs must always be left on board of the vessel. A new manager should establish:

That the previous manager has advised his Flag Administration that the ship is to be transferred to the Flag of St. Vincent And The Grenadines
That all existing CSRs are on board, and that the old manager understands that he must provide to the new manager a copy of the final (deletion) CSR for sending to the vessel
That copies of all CSRs are in the new manager’s possession

A Ship Going Out Of The Flag Of St. Vincent And The Grenadines

The manager of the ship must advise us to which Flag the ship is to be transferred.

The Administration will prepare the deletion CSR and send it to the managers, for transmission to the new manager, and placing on board the vessel.

When the ship is deleted, the Administration will forward to the new Administration copies of all CSRs.
